Note 22 — Liquidity Hanmi Financial At December 31, 2022 and 2021, Hanmi Financial had $10.6 million and $94.9 million, respectively, in cash on deposit with the Bank. In addition, at December 31, 2022, Hanmi Financial had $17.7 million of securities available for sale that consisted solely of U.S. Treasury securities. Management believes that Hanmi Financial, on a stand-alone basis, had adequate liquid assets to meet its current debt obligations. Hanmi Bank The principal objective of our liquidity management program is to maintain the Bank’s ability to meet the day-to-day cash flow requirements of our customers who either wish to withdraw funds or to draw upon credit facilities to meet their cash needs. Management believes that the Bank, on a stand-alone basis, has adequate liquid assets to meet its current obligations. The Bank’s primary funding source will continue to be deposits originating from its branch platform. The Bank’s wholesale funds historically consisted of FHLB advances and brokered deposits. As of December 31, 2022 and 2021, the Bank had $350.0 million and $137.5 million of FHLB advances and $83.3 million and $141.8 million of brokered deposits, respectively. We monitor the sources and uses of funds on a regular basis to maintain an acceptable liquidity position. The Bank’s primary source of borrowings is the FHLB, from which the Bank is eligible to borrow up to 30% of its assets. As of December 31, 2022, the total borrowing capacity available based on pledged collateral and the remaining available borrowing capacity were $1.54 billion and $1.07 billion, respectively, compared to $1.84 billion and $1.61 billion, respectively, as of December 31, 2021. The amount that the FHLB is willing to advance differs based on the quality and character of qualifying collateral pledged by the Bank, and the advance rates for qualifying collateral may be adjusted upwards or downwards by the FHLB from time to time. To the extent deposit renewals and deposit growth are not sufficient to fund maturing and withdrawable deposits, repay maturing borrowings, fund existing and future loans, securities, and otherwise fund working capital needs and capital expenditures, the Bank may utilize the remaining borrowing capacity from its FHLB borrowing arrangement. As a means of augmenting its liquidity, the Bank had an available borrowing source of $22.0 million from the Federal Reserve discount window, to which the Bank pledged securities with a market value of $23.4 million, and had no borrowings as of December 31, 2022. The Bank also maintains a line of credit for repurchase agreements up to $100.0 million. The Bank also had three unsecured federal funds lines of credit totaling $115.0 million with no outstanding balances as of December 31, 2022. |
